Validity working conditions catalogue working under hyperbaric conditions inclusive wod-soe and Information notes diving

The current applicable Working Conditions Catalogue part: Diving work and part: Caisson work and other work under hyperbaric conditions including the WOD-SOE and three information notes diving were approved by the Central Committee of Experts (CCvD) of SWOD on 30 January 2023  and are in force as of 1 August 2023.

The employers and employees have agreed that the Working Conditions Catalogue will be evaluated after periods of 3 years. It can then be looked at whether major changes have taken place in the kind of work, or the guidelines or working methods. And that may be a reason to amend the contents of the Working Conditions Catalogue, WOD-SOE or Information notes diving accordingly.

The employers and employees may also jointly decide that an interim update is necessary, such as on account of investigation results and recommendations after accidents during working under hyperbaric conditions. In addition the knowledge and technique evolves constantly, which also may lead to actualisation of the Working Conditions Catalogue inclusive WOD-SOE and Information notes diving.

2010 first Working Conditions Catalogue and updates

The first Working Conditions Catalogue part: "Diving work" and part; "Caisson work and other work under hyperbaric conditions" came into force on 7 October 2010 after a positive assessment by Inspection SZW.

The following updates have taken place so far:

2014 update

In mid-2013 a Foundation Working under Hyperbaric Conditions (SWOD) project group started updating the Working Conditions Catalogue Working under hyperbaric conditions  and writing of the Working under Hyperbaric Conditions System- and Maintenance Requirements (WOD-SOE), which is now part of the Working Conditions Catalogue. In the spring of 2014, this version of the Working Conditions Catalogue was assessed positive by Inspection SZW, following which the revised version came into force.

2018 update

In 2015, the SWOD Project Group Working Conditions Catalogue started a new update of the Working Conditions Catalogue under hyperbaric conditions and the WOD-SOE, which were approved by the CCvD of SWOD on 20 March 2018.

2020 update

In 2018 a new update of the Working Conditions Catalogue  Diving Work and WOD-SOE was started as well as the development of two Information notes diving. These were approved by the CCvD of SWOD on 23 June 2020.

2023 update

In 2020, another update of the Working Conditions Catalogue  Diving Work, Caisson work and other work under hyperbaric conditions and WOD-SOE were started and a third Information note diving  was also developed. These were approved by the SWOD Central Committee of Experts (CCvD) on 30 January  2023.

CHANGES 2023

Working Conditions Catalogue Diving and Caisson  work and other work under hyperbaric conditions

The Working Conditions Catalogue chapter 7 includes a new topic:
Diving Project Plan (DPP) and risk identification and evaluation. This is an overview of required documents, interaction client and diving company and diving operations measures.

In the Working Conditions Catalogue chapter 8 are amongst others included:

  • Correction of the use of the terms Work instruction, Work plan, RI&E and Project RI&E;
  • In Reference the legislation that is being complied with;
  • Replacement of the medical examination requirements with the Examination guideline Working under Hyperbaric Conditions: Diving work;
  • The following additions:
    • Two new topics namely: Infectious diseases and falling in the water and drowning;
    • A section about being under the influence of medicines, alcohol and/or mind-altering substances;
    • The use of the guidelines in the Information notes Pressure differences (Delta P), Working with high pressure jetting gun, Working at contaminated locations.

Working Conditions Catalogue Diving Work

In the Working Conditions Catalogue diving work have been included amongst other:

  • Requirements when a compression chamber must be present;
  • For SCUBA a section: Use of SCUBA with OLV at construction works.

WOD-SOE

Important changes to the Working under Hyperbaric Conditions System- and Maintenance Requirements (WOD-SOE) document include:

  • Cancellation of the requirement for Surface Air Supply (OLV) in addition to a SCUBA diving system that it be used only in SCUBA related diving operations by public authorities.
  • The following additions/ modifications:
    • Terms and Definitions: Breathing gas, Breathing air and Netherlands Labour Authority (NLA) and use of SCUBA with OLV;
    • Maintenance System Requirements: Inspection after exceptional circumstances and presence of written/ digital evidence in the workplace;
    • Minimum System Requirements: Inspection requirements when a system is put into service for the first time and after installation at a new location and additional breathing air supply requirements for a compression chamber;
    • Detail sheets: 1.1 Filter and oil change, 3.5 Additional description, product and testing requirements.

Information notes diving

A new Information note No 3. has also been developed which describes in detail the risks and control measures of Working at contaminated locations.

Validity guideline working Under hyperbaric conditions work hyperbaric medicine

The Guideline Working under Hyperbaric Conditions work Hyperbaric Medicine has been compiled by a project group within hyperbaric medicine and is after consultation with employers and employers hyperbaric medicine work and the Dutch Association for Hyperbaric Medicine approved by the CCvD of SWOD on 20 March 2019 and is effective from 1 November 2019.

Every 3 years, employers and employees evaluate the Guideline Working under Hyperbaric Conditions work Hyperbaric Medicine to see if the Guideline needs to be amended based on changes in legislation, guidelines and the state of the art. It may also be decided to carry out an interim evaluation.

Management

SWOD's Central Committee of Experts (CCvD) manages the Working Conditions  Catalogue Working under Hyperbaric Conditions  and the Guideline Working under Hyperbaric Conditions work Hyperbaric Medicine. The CCvD includes representatives of the civil sector, inclusive hyperbaric medicine, the fire brigade and defence. Together they will monitor developments in the field of work working under hyperbaric conditions and, if applicable have  the Working Conditions Catalogue assessed by the Inspection SZW.
